New Ordinance in Effect June 1. Enforcement to begin shortly.

Following six months of community outreach, on April 27, 2023, the Unified Government Commission adopted a short-term rental (STR) ordinance which went into effect on June 1, 2023. Short-term rental is defined as a full or partial dwelling unit rental for a period of less than 30 days. The adopted policy clarifies the requirements for owner-occupied and non-owner-occupied short-term rentals and density guidelines to avoid displacement and other negative impacts in neighborhoods. It is estimated that there are over 150 STRs in Kansas City, KS.

The new ordinance creates fully separate processes for owner-occupied and non-owner-occupied short-term rentals. It is now easier for those operating a short-term rental out of their private residence to get started while ensuring that full-time short-term rentals continue to meet performance standards that are compatible with neighborhood characteristics. One way the ordinance ensures neighborhood compatibility is by limiting non-owner-occupied short-term rentals to no more than one per block.

The adopted ordinance will be reviewed after the first year to determine if any updates or changes are required as the market continues to evolve. “This is a major step toward harnessing the benefits that short-term rentals can have for a community, while acknowledging and ensuring that neighborhood character is maintained,” said Mike Farley from the Department of Planning & Urban Design.

All short-term rental hosts in Kansas City, KS, are now required to have a permit through the Unified Government which starts with a pre-application meeting to review your property and the appropriate permit type. The Unified Government is hosting our first pre-application meeting for current and interested short-term rental hosts at the Rosedale Development Association (RDA), 1403 Southwest Boulevard, Kansas City, KS 66103, on Wednesday, June 7 at 6:30PM to help property owners navigate the rules and register their property.

“The new Short-Term Rental Ordinance brings clarity and intentionality to an emerging type of business that has had a major impact on Rosedale and other neighborhoods,” said RDA Executive Director Erin Stryka. “We hope everyone who is operating or planning to operate a short-term rental will join us to learn about how to do so properly.”
