The Unified Government Strategic Communications team is looking for qualified consultants to help us with two key initiatives this fall. Information about the two opportunities below:

Brand Guidelines: Graphic Design Consultant Needed

Our team is looking to contract with a graphic designer this fall to complete the Unified Government brand guidelines. We have a preliminary guide which needs to be flushed out and finalized. We're also hoping for some assistance in developing a template for presentations (PowerPoint) and memos (Word). Interested designers can email us at communications@wycokck.org to request a copy of the draft guidelines. We are asking for qualifications and cost proposals by Friday, September 20 so we can get started in early October.

Broadcast System Redesign: Qualified AV Consultant Needed

The Unified Government currently broadcasts all Commission meetings via Spectrum Cablecast from our building at 701 N. 7th Street Tfwy, Kansas City KS 66101. These meetings are hosted in one of two meeting rooms. Each meeting room has its own production booths which are outdated and require upgrades.

The Unified Government is requesting cost proposals from qualified bidders to develop a schematic redesign of our broadcasting capabilities. With budget for system replacement already allocated, the Unified Government is looking for recommendations to replace existing technologies and assistance in creating an asset management plan for ongoing maintenance and upgrades. Deliverables from this scope of work include a working schematic design for current system upgrades or replacement; requirements and specifications for new equipment, including cost estimate; and preliminary life cycle information for planning future system upgrades and component replacement.

We are soliciting cost proposals from qualified bidders and will host a tour of the current facilities on Tuesday, September 17 at 11AM. We hope to receive cost proposals for this scope of work by COB on Friday, October 18, 2024 with a targeted completion date of December 31, 2024 for the project.

What are the known system requirements?

We are looking forward to working with a consultant team that will help us define the system requirements based on our needs. The known system requirements are as follows:

  1. Enable the Unified Government to broadcast to Cablecast Channel 2 (UGTV) on-demand.
  2. Enable the Unified Government to schedule broadcasts of public meetings in advance.
  3. Easily manage the production of a meeting broadcast (on-site).
  4. Simplify meeting management itself (e.g. microphones, camera controls, presentations, etc.).
  5. Allow for simple graphics during the meeting.
  6. Allow for the presentation of slides during the meeting.
  7. Improve overall production quality (cameras and microphones). 
  8. System replacement schedule and recommendations.

What is the wishlist of system requirements?

We have brainstormed several ideas for an updated broadcast system, including:

  1. Review and redesign the placement of microphones to allow for capture of the audience, improved audio quality, etc.
  2. Consolidate down to one production booth (5th Floor) instead of two.
  3. Allow for remote access in case of emergencies. Will need to coordinate with cybersecurity team.
  4. Add the ability to record sound / voiceovers to the 5th Floor production booth.
