Deferred Compensation

457 Plan

The 457 plan is a retirement savings plan and investment vehicle with tax-advantages administered by Mission Square. Contributions, either before tax or after-tax, limited by IRS regulations, can be made to your 457 plan during employment and can generally be started, stopped or changed at any time. Earnings on contributions are not subject to taxes until they are withdrawn. Any contributions are invested in mutual funds and the account value is based upon the contributions and subsequent investment returns. Upon separation or retirement, the funds and earnings can be withdrawn regardless of the reason or years of service and there is not a 10% penalty even if you are under 59 and ½. All survivor benefits will be left to a beneficiary or beneficiaries that the employee will designate.

457 Plan Loan

Borrowing from your 457 plan administered through Mission Square is available. IRS regulations allow you to typically borrow up to 50% of your account balance up to $50,000, with a minimum loan amount of $1,000. Loans must be paid back within (5) years by automatic bank account transfer (ACH) and a fixed interest rate is applied to the length of the loan term. There is a one-time loan origination fee to request a loan and on-going annual fees that typically apply.

Payroll Roth IRA

The Payroll IRA is offered through Mission Square where contributions, limited by IRS regulations, can be payroll deducted and used for a variety of savings goals from retirement, education, emergencies and more. The Payroll IRA is a flexible savings vehicle that allows different investment options than the 457 plan, tax-free earnings potential and complements a savings strategy with the 457 plan.

Dental Coverage

Employees are offered a dental plan through Delta Dental of Kansas. The Delta Plan includes diagnostic, preventive, basic, major, and orthodontia coverage.

Direct Deposit

Employees may elect up to three different accounts to have payroll directly deposited.

Flexible Spending Plans

Medical, dental and vision premiums are automatically deducted from payroll on a pre-taxed basis unless the employee elects otherwise. This means the premium is subtracted from gross pay before federal, state and social security taxes are calculated. Taxes never have to be paid for these insurance premiums. Flexible spending plans are available for unreimbursed medical expenses and dependent care expenses and follow IRS Section 125 regulations. We also offer a limited purpose FSA for those on the High Deductible Plan with the Health Savings Account.

Holidays

The Unified Government observes (12) holidays: New Year's Day, Martin Luther King, Jr. Day, President's Day, Spring Holiday, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day and the Friday after, and Christmas Day.

Life Insurance

Employees are offered a $10,000 Life and $10,000 Accidental Death and Dismemberment policy at no cost. Additional optional coverage may be purchased for the employee, spouse, and dependents.

Medical Plans

Employees are offered two competitive medical insurance plans through UnitedHealthcare (UHC). One is a POS plan, and the other is a High Deductible Health Plan with a Health Savings Account (HSA). Pharmacy benefits are included. Below are the two plans:

Parking

No cost for parking in several open parking lots. In addition to those options, we also offer no cost assigned parking spaces which are available on a first come first serve basis.

Personal Days

Each year up to (3) days of sick time may be converted to personal time off. If not used, the time remains in the employee's sick leave bank.

Retirement

The Unified Government participates in the Kansas Public Employees Retirement System and the Kansas Police and Firemen's Retirement System.

Sick

Full-time employees accrue sick leave time at the rate of 1 day (8) hours for each minimum month of service.

United Way

The Unified Government supports our local community by participating in the United Way of Wyandotte County campaign each year. Employees may elect to contribute through payroll deduction.

Vacation

Full-time employees accrue and accumulate vacation time for each minimum month worked but shall not be eligible to use accrued time until successful completion of the probationary period. (10) days are earned at the completion of the first year.

Vision Benefit

Employees are offered a routine vision plan with Eyemed. The plan allows for an annual routine eye exam and a benefit for eyeglasses or contact lenses.
